New CFG Setting to stop payrun reports (Like LPP) from being run twice

Detailed Description
Suggest that a setting be implemented where the admin can set a paremeter; e.g Y/N - User cannot re-run the same report again for a period of X seconds (Maybe 30)
This is to stop reports being run twice like RTC, LPP and others that can have a large pay impact of doubling the intended outcome.

Frontier should offer a far more permanent solution of coding the functions so that you can choose via a setting to prevent a form like LPP from doubling up payments. i.e. The ALA does not double up payments, because entries in LCH are removed once the process is run. Something like LPP should be coded better to be able to recognise if a payment has already been processed and ignore if that is the case (or at least offer the option to via a flag or setting).
Could you explain how LPP can double up? I'm worried now haha.
I know there's so many different screens that can be used in the payrun, so this might not be relevant, but with ours I've found that when LPP is run it puts the Payrun number into the LVE entry, this then makes it be ignored by any more LPPs, so no double ups.
The only way I've seen it double up is if LPP is run, then the LVE entry is edited e.g. end date changed, this then resets the Payrun Number field to 0, so it's picked up by LPP again, and if it was a leave type that attracts Leave Loading, it will combine the leave loading generated by the 1st LPP with the one generated after changing the date, so they get more loading than they should.
